Update - 09/15/04: The default templates in the current version are more complete, so this is no longer necessary.
Adding an entry's title to it's permalink page is quite simple.
Edit the template, permalink.htm and add:
<title>$BLOG_TITLE: $NB_EntryTitle</title>then rebuild your weblog with the "-u all" option.
